Overview

The Northwest Florida Water Management District works to conduct business processes that are policy-based, priority-driven, transparent, and fully accountable to taxpayers and their elected representatives.

The District is a special taxing district with the authority to collect ad valorem (property) taxes from property owners within its 16-county jurisdiction. The District operates on the Federal Fiscal Year, which runs from October 1 through September 30. The District’s operations and activities are funded by a combination of property taxes and other sources, including state and federal revenue, permit fees, timber sales, fund balances, and other funding.

The District remains committed to undertaking activities that will achieve our core mission responsibilities of water supply, water quality, natural systems, and flood protection without increasing the financial burden for the residents of Northwest Florida.

District Budget

The District provides online access to budget documents and financial statements to demonstrate how tax dollars are being invested to manage and protect the water resources of Northwest Florida. The Business and Finance section of this website also provides information on how to do business with the District, including procurement opportunities.

District Procurement

The Northwest Florida Water Management District purchases goods and services from vendors throughout the state and nation. The overall mission of procurement is to acquire goods and services in a responsive manner through contractual mechanisms that support District initiatives, using procedures of integrity and fairness, which also encourage diversity and are consistent with applicable laws, policies, and procedures.

Financial Statements

Section 218.39, Florida Statutes, requires the District to have an annual financial audit of its accounts and records. This audit is performed by a licensed independent certified public accountant and made in accordance with generally accepted auditing standards, Florida Statutes, and the Rules of the Auditor General found in section 11.45, Florida Statutes. Additionally, pursuant to Section 218.32 (1)(g), Florida Statutes, the District’s annual financial reports can be found on the Florida Department of Financial Services’ website.
